On 15 January 2019, the Bolivian Energy Minister, Rafael Alarcón Orihuela, met with Ubbo de Witt, the Managing Director of Projekt GmbH, in La Paz, the world's highest-altitude capital. In the new Presidential Palace (Casa Grande del Pueblo), they signed a letter of intent about the joint development of several wind and solar power plants for a generating volume of 100 MW.
Mara Rockenbach, the Managing Director of Brazilian company Ecoprojeto Ltda., a subsidiary of Projekt Ökovest GmbH, and José Gómez Pérez Britto, who is responsible at Projekt GmbH for international project development and commercial project evaluation, had previously presented the project proposals for Bolivia in preparation for the government consultations.
The extensive talks were aimed at demonstrating to the Bolivian representatives a prospect that
Secures the supply of renewable energy to rural areas, eliminating the need for costly diesel supply as well as installation of new pipelines, and
Secures lithium production to ensure a value-creating chain using renewable energies for electro-mobility in Germany that is as far as possible free of CO2 emissions
First, the proposals were presented in depth to Deputy Minister for the Strategic Development of Bolivia, Hianny Rubén Romero Gómez. Then the Energy Minister and his staff examined them thoroughly.
The Minister was particularly impressed by the idea of erecting completely overhauled used plants from Germany with a long remaining service life that would allow low-cost generation of renewable energy in Bolivia. More than 3 million people in rural areas have either no access to electricity, or rely on diesel generators. Up to 65% of Bolivia's energy supply is conventionally generated, mainly from oil and gas.
"We were deeply moved by our trip to Chacaltaya, which at an altitude of 5,200 m was once known as the world's highest ski resort. However, due to global warming, the glacier shrank dramatically over the last century and disappeared altogether in 2009. That's another motivation for us to implement the planned projects as quickly as possible together with the Bolivian government", says Dipl.-Phys. Ubbo de Witt, Managing Director of Projekt GmbH.
